Ratify is the operative word. The Senate rejected the Kyoto Treaty 95-0, so until it is changed to suit us it's left to the Euros and Japan to get the necessary ratifications to reach the implementation stage, 55%. 55% is the level of production of greenhouse gases, so it can be a mixture of countries that add up to this figure. The US alone was 25% so it is considered vital though Europe is threatening to implement without us. Germany is phasing out nuclear as are several other nations. Nuclear did not contribute to greenhouse gas but the replacements more than likely will. I think they like to talk about this and make it seem like it is all our fault so they can explain the failure to their constituents. The US would prefer voluntary measures.
