I'm wondering if you are familiar with the meeting that occurred in October, 1997 in Aspen, CO where a number of utility executives met with some Wall Street types in order to strategize the industry's response to A.B. 1890? I've read a bit about this, and have confirmation from two sources that this meeting actually occurred. One of the articles emphasized that an engineer/lower level manager from the distribution arm of PG&E attended and when he got back to San Francisco headquarters, he tried to warn his superiors that PG&E (T&D) was going to get crushed by the power marketers unless defenses were put in place. According to the article, this argument fell on deaf ears. The question in my mind, as a conspiracy theorist, would be whether the superiors were incompetent or cynical about the fate of the T&D business. I see that we might take opposing views of how asleep at the switch upper management really was. :)

Perhaps there have been some mistakes on both sides... but for a state government to react with threats of "nationalization" is inappropriate and more akin to the mentality that created the now defunct Soviet Union.
