This is fairly indisputable. A good resource is I-Watch (ThomsonFN - they recently changed their site structure so any old links may not work):

Massive accumulation the past week. For the past month, things look very different...

Intel's action is somewhat more open to debate, although the trend has most certainly switched from massive selling to "something better" (either accumulation or, at least, very little selling).

It's actually quite interesting to see how the institutions sold INTC all the way during the last run-up (from ~26.5 to ~31.5) and have been buying ever since. Not sure what I make of that ;-)
