There is a second phone and it too was silent. My cordless is routed through the TAD, but would that affect the second phone (an AT&T model TRML 1300)?

Yes, that is correct.

I went back and called myself from another line and had the original caller try again. Both times the operation was normal. Sounds like possibly the TAD is getting tempermental, as you suggest. I'll see how it goes next week, then decide what to do. So far, it strikes me that this new arrangement might be just what I need to counter the telephone solicitation peasantry.... <gg>
