Cohen warns against US tilt towards India
Stephen P. Cohen, former secretary defence, who now heads the South Asia Programme at
the Brookings Institution, said, "While America should pursue an 'India First' policy in South
Asia, this should not become an 'India Only' policy, nor should India be given a veto over
American relations with Islamabad."

He said Powell's invitation to Sattar, coming two months after his invitation to Indian
