I'm not sure I believe the BSLs/BRLs for the bullish percent charts. I don't think they're really saying anything since the concept of support/resistance usually has to do with the price areas where people have their greed/fear levels set on (whether long or short). The bullish percent is a derived quantity and so I don't think humans have any serious psychological tie-ins to particular past values. I think the absolute levels are more important as well as the general trend. Based on that, we're finally below the 30% level and in bull alert territory if we turn. I'm seeing bearishness everywhere and am starting to think I should be leaning bullish. Haven't done anything about it yet tho - will wait for an actual turn in the bullish percent before nibbling long.
