I agree that being able to articulate one's position is important in a President, but in your own examples you support my argument. JFK and Reagan were great on TV. Appearance, being at ease in the public eye. Reagan made a comment once (when questioned whether an actor is qualified to be President) that a President must be an actor as much as politician. But, Bush is by all accounts very charismatic and persuasive in private one-on-one. He charmed Clinton, after all.

However, GWB must be able to get up in front of the American people -- and leaders of foreign countries -- and communicate effectively.

Which he did quite well in Europe. Another "concern" laid to rest.
