Ray,
thx for giving me some fine print detail of the Cal. situation. The cogen issues I wasn't familiar with. AS so often the objective reality lies beneath the shades of grey not in black or white..

I'll refrain myself from commenting further because it would drain too much of my attention away from telecom issues which is the focus here with me for the next months..
