the market's probability of a 50 basis point rate cut remains at roughly 40% today, about the same as yesterday. Although Federal Reserve Chairman Alan Greenspan is scheduled to speak tomorrow before the Senate Banking, Housing and Urban Development Committee, he is not likely to make waves so close with the FOMC meeting just around the corner. Moreover, since the market is already priced for less rate cuts and not more, the element of surprise is not likely to harm the markets in the event the Fed cuts rates by just 25 basis points.

SECTOR TALK: Economically sensitve stocks are mixed today but have largely retained much of yesterday's gains. Cyclicals, which gained nearly 1% yesterday are down 0.3% today while basic materials companies are up 0.3%. Chemicals are up for a second day gaining 1.5% for the session. Home builders are higher owing to this morning's strong housing starts data and yesterday's reported rise in the National Association of Home Builders monthly index.
