And they sure would jump at the opportunity, because the government will guarantee them a profit, as a new millenium quasi-crown-corporation utility provider.

The shareholders would be saved, not to mention all the jobs in Ottawa, together with every single pension fund in Canada. It's almost a perfect fit.
