Oh, it is definitely possible, even fairly easy. But the way that WinCE is done, you cannot write code that touches the hardware without a piece of the OS. The cost of getting that piece is generally about $25k or so, unless you can get Microsoft or one of it's licensees to give it to you. Microsoft will essentially give you Platform Builder ($13 or so, IIRC), but they are more stinging with ODI...
