Ilmarinen?? Where have you been, Snap track works in city canyons and inside buildings where GPS doesn't work (all along providing privacy). It is the "Holy Grail" of position location systems. As for "winner take all", I like a system or first governing and then, in turn, being governed. One party is actually in charge (and thus clearly responsible & subject to future destruction at the election box if they handle their watch poorly--the very reason incombent Al Gore lost after 8 years of record prosperity) at all times---rather than having a bickering morass of splinter partys forming ever shifting coalitions. I can see that from the Euro Serf point of view, the serfs feel like they are on the outside being ruled by the Socialist security providers. In such a case, a serf might feel that keeping all partys as weak as possible is the best solution least some Hitler arise.
