Every EU country must have 4-6 competing operators in
every cubic meter.

All of those 8 operators do not have to operate
in every cubic meter.

That is why 3G ether licenses are sold to 4-6 buyers,
not allowed to bundle their ether licenses, mostly
not even after the actual auction, although that
after auction market is the simplest way to get
rid of competition. (we have learned some things from US)

Obviously the belief in 2-party monopolies is great enough
to not allow them.
