That would make much more sense. Strange that Intel mentions in the document that the table below will give numbers for both typical and max power consumption, but then they'll give only one number.

isn't the junction temperature of Athlon 4 specified to be 90 degrees C? The figure for Tualatin is 100 degrees, so Tualatin will need less cooling effort.

Athlon 4 has a junction temperature of 95°C (like all Athlons >=1.0 GHz). In the data sheet Intel mentions T_Case = 69°C. Is the 100°C number from your internal source? Even the storage number T_storage=80°C in the data sheet is below that number. Or maybe there's a difference between server and notebook Tualatins? Notebook CPUs are often only cooled passively, so 100°C seem necessary for a 28W part.
