Of course it's not just ML. In fact, it's pretty rampant, almost industry-wide. I wonder why Congress has closed its eyes to this, and worried about some trivia stuff instead.

ML is clearly the leader of the rat pack. Close seconds are Lehman, Salami Brothers, CSFB (recently under investigation by SEC) and small-time thugs like Axxx Brxxx.

A case in point would be the upgrades that were given fuel cell companies today. Talk about out of phase.
