According to their web page,(www.energy.ca.gov) the CEC or the California Energy Resources Conservation and Development Commission, annual funding of a little over $210M has 5 major responsibilities:

1. To forecast future energy needs and keep historical energy data, and to develop and implement California's energy policy.

2. Site and Licensing thermal power plants that generate 50MW or higher

3. Promote energy efficiency through building standards and appliance standards

4. Support renewable energy and developing energy technologies, and promote energy efficiency.

5. Planning and directing the State response to energy emergencies.

Their website is a pretty good source of information about CA energy production and consumption in general. By looking at the news release section, one can see that they've been pretty busy this year. They also seem to have archived selected hearings and meetings (and live)webcasts. I have yet to plumb its depths, but there is a 2 hr meeting about an evaluation of biomass-to-ethanol fuel potential in Ca meeting, that I plan to listen to (since the Feds have pretty much decided that CA is going to put ethanol in its gas in the future).

Somewhat generalized and promotes the liberal views too much but covers most of bases.
