Gottfried or anyone else who can help me!

During a reinstallation of windows 98, I had a power failure and now I am unable to use my computer. Windows does not load and even the safe mode does not work. I get messages that a whole host of files are missing. The cd-rom is not being recognized and when I tried to install the driver for the cd-rom from a floppy, I get a message that states "This program must be run under Win32".

I am able to get to the screen where it says "Microsoft Windows 98 Start-up Menu" by pressing the control key when the system boots up - but thereafter none of the alternatives works other than being able to get into DOS.

I would appreciate any help as to how I get my computer functioning. I am running an upgraded version of Windows 98 Second Edition.
