You pretty much nailed the problem - which is more than Microsoft's technical people were able to do after exchanging numerous e-mails.

I switched the cd-rom drive from the computer which was able to install the program to the computer which was having the problem. It installed the program flawlessly once I did so!

I have had no problem installing numerous other programs using the finicky cd-rom drive so the drive is not defective but for whatever reason balked at installing the Flight Simulator.
