Well, I have not studied it so my opinion is not well informed. But seeing as the tobacco companies have been feeding crap to the consumer and gov't for years, I would think they are going to be liable for huge litigation charges. I know the administration wants to let them off the hook, but somehow I think they will have to pay big time for a long time. That's my take but it lacks substance
