WEBX technology is definitely a MSFT must want to have in their NET strategy. I don't know if they are working around it al la Netscape or will take some stake in them al la Citrix and Veritas or buy them outright al la Fox Software.
Fox Software if you don't remember made a Dbase equivalent with state of the are "rushmore" sorting algorithm. Before MSFT had this technology; when you scrolled in a file pull down window in Windows 3.0 you kep the scroll bar depressed until you got to where you wanted to go in the alphabet. After Rushmore technology was incorporated in Windows, you could just enter the first letter in file name and list snapped to first matching name.
I don't think WEBX internet support software is that valuable to MSFT but threat of 3rd DOJ suit over Windows XP would make MSFT less likely to put WEBX out of the marketplace heavy handedly.

Smells like an offering coming. However, 10 times sales for software is normal.
