What you are describing in nothing new. I can assure you that the same thing was going on in California in the 70's, and not just a little bit.

BTW, I live in SoCal and my electric bill which I just received is about the same as last year's. I believe the electricity "crisis" will shortly blow over. BWDIK?

There is a difference between stealing. Grow houses cannot show how much energy are using, not that they cannot afford.
