Insults make your case even weaker.

1. President sends budget to the House.
2. House sends it to the Senate.
3. Senate sends it back to the House.
4. Joint committee works out details.
5. President signs or vetoes the budget.

President starts and ends the budget process, (unless you want to give the Dems credit for the 1981 tax cuts and military spending increases.)
