Any type of complete prohibition is difficult.

Packaging and distribution are easier to manage.

Here's a zoning idea for the Internet.

Create a super-domain for pornography.

Instead of www.website you would have xxx.website

You can't get rid of it, but maybe this filth could be put in a corner.

I know 3 guys who roll their own now to beat the taxes. Many companies sell roll your own machines. Brown & Williamson sells the same one they sold in the 30s. They were selling around 300,000 a month when the new taxes kicked in.
