Gordon,

IMO, if a person commits a brutal, premeditated, murder with malice, and aforethought, he does not deserve any sort of clemency. Most murders warrant the death penalty, and the few that don't should carry a life sentence with no chance of parole. Until these kinds of people are removed from the main stream of society, the streets will not be safe.

There is no question that it's a deterrent. Police routinely use the threat of death penalty in hostage negotiations.
