A five year 15% compounded return on Intel would get it to $55.33, from today's close, still a 26% discount to it's all time high

Writing Jan'04 Leap Calls @ $30 would bring you a premium of ~$8.15 (half way between bid & ask). Buying more INTC with the proceeds and selling more Calls would bring you just about 50% gain in 2 1/2 years, assuming INTC is at at least $30 in Jan '04. Well above the 15% compound rate for the same period. If INTC is below $30 in '04, do it again.

Intel's all time high is an irrelevant piece of data to everyone but the buyer and the seller at that all time high.

Take a look at Intel's chart, especially coming out of semi cycles.

And take a look at Intel's valuation coming out of semi cycles. In previous down cycles, Intel's valuation compressed along with earnings. That was what provided the opportunity to make some good gains in the subsequent up cycle.
