I'd vote "None of the above."

As usual lately, the gov't has been cooking the books. Things that are inconvenient (like Social Security) simply get pulled out of the budget. It's not balanced yet? Then pull something else out.

The same thing was done to unemployment some years back. It used to be if you were a male adult and not working, you were counted as unemployed. Now if you are unemployed for more than 2 years, you are dropped from the count because you have "given up." Oh yeah? Who said? The gov't? How do they know my state of mind? Because they can cook up "balanced budget" numbers?

And the figures for inflation have also been cooked.

My answer? Who knows? The accountant is a habitual liar.
