Ish,

I don't know where AS has been,(did I forget an S?) but Texas has not been the center of the energy world since 1981. There are a few families left that came from "old" oil money, but there has been very little exploration, or drilling, for 20 years. Remember, AS was in exile in Switzerland for a number of years. Kinda curious about what his crime was.

Generally the production and power centers of industry are not located in the same place.

Silicon Valley is the center of the electronics industry, but essentially no manufacturing is done there.
