George, This is called approval list management.
By taking a long time approve these drugs they limit their pension expenses as the dead need not be paid a pension.

Virtually all countries with socialized medicine do this. Mainly because the new treatments all cost more.
They fail to see that it could save their human capital which is worth even more. Many european countries feel their elderley just need warehousing until death once the mind is gone. Eventually old age gets us all, how do you want to be treated near the end?
I am not sure how that plays out in the USA since those that have the $$ get the drugs and those without are stuck....do they get them as charity cases or do they just die unmedicated?
