From my interpretation of the current legal and political climate, the feds are just waiting for the states to take the initiative on internet gambling, and the feds will follow their lead. The legal situation right now is in the hands of the state. It's all moot anyway since bans of foreign gambling websites are impossible. Law enforcement didn't even try to shut down the neighborhood booky.
