There is more to the chip than the core, so for every one of those chips, whether it was a datum for a processor from AMD or Intel I listed thermal design power - and what is relevant to this discussion is the change from generation to generation, not the absolute value at any particular generation.

It was the only consistently presented power figure available across the various data sheets from different generations.
