Democrat Commissioner Gloria Tristani is expected to leave the Commission to run for public office in New Mexico and some Dems want Andy Levin, the telecommunications counsel to John Dingell to take her place. Bush isn't going to nominate Levin, or anyone else the the Dems want to replace Tristani, while they sit on Kevin Martin's confirmation.
My WAG is that Martin won't be long delayed. There aren't any really hot partisan issues at the FCC, just general philosophy about government regulation versus free enterprise, etc. There's no Democrat versus Republican spectrum policy for example. The Dems will pick their fights elsewhere.
