Thehammer, Too many parents opt out of the supervisory role due to bad family structures.
I wonder if we outlawed single parenting if that would help?
When I was young a girl who became pregnant was not given money and enabled as a stand alone mother.
She was given some support through term and then if she was unable to support her child it was placed for adoption.
Sometimes the parents adopted, sometimes adopted out and there were some shotgun weddings.
All these approaches have faults.
Currently the new crop of unwed mothers is unable to parent or budget money properly and usually live in a slum surround and live on packaged food and handouts. Few eat a good diet which is a lot cheaper than packaged food, because they cannot prepare their own meals.
This generates a group of undernourished kids who end up deumber that they should. In addition the social friends selected by these girls usually are deals where they provide sex for a man of the month who makes them feel loved.
Recent changes to welfare that eliminate the extra $$ for extra kids has shown that these girls are quite capable of limiting their own fertility. In the past the equation was more kids = more cash as themarginal cost of another kid was a lot less that the cash increment.

maybe we should nor permit fertile girls under 18. mandatory birth control, Chinese style. Of course that will not fly in Sheboygan or any other free country.

I think the only solution if sex ed before puberty so that the get the information before the passions.
Most religious groups will not like this as they secretly want their group to grow and will take in the kids.
