All it takes is effective demagoguery and humans to listen to it.

And it's true that many issues are capable of being turned into bloodbaths, but some are much more likely to have that outcome. These are issues with a strong moral dimension and differing strongly held beliefs about that moral question. That makes it difficult to apply the normal political solution of a negotiated compromise.
