What signs of change do you see that hasn't occurred numerous times and failed in the last 20 years?

A new PM? They had many similar opportunities but nothing changed. The only thing I can see that would make the needed change is major civil uprising or a "take no prisoners" PM like maybe Ishihara, but both seem unlikely.

The Japanese have lost all respect and trust for the political system but are too passive to do anything about it. For this reason they just save and only spend on vitals. Until I see some rioting in the streets / stone throwing, like is common in Korea, nothing will change IMHO.
