Ten years ago, Japanese used to believe Jpn was not analogous to the US. Nikkei had astronomical P/E. They are still paying a price. It's fundamental that counts no matter which form of TA one uses. Combining fundamental with TA is a powerful tool to get a pretty good idea of the big picture.
