Some university's research center seeking of a bribe. They want some funding to come out with a research report saying it is safe to air that RF.
Don't you remember when the PC monitors were going to fry our heads? Now after the Bush administration is cooling off the global warming issues (vide Kyoto agreement) the universities need to get funding somewhere else.

as the article indirectly implies, the new Italian government will be left to deal with the issue and it's my personal belief that somebody as pro-biz as PM Berlusconi would hardly let such a stupid legal situation persist. I consider it a typical burocratic assault on the private sector: first they rip billions out of the would-be network operators then they made laws that precisely prohibited efficient network buildouts. The left hand doesn't know what the right hand does and all are raising the stakes.

I think the problem was worsened when the last government tightened those standards in their battle with Radio Vatican and what was described in the article may be some sort of a fall-out from that controversy..
