San Francisco is small potatoes. The State Legislature violates the spirit, if not the letter of State open meeting laws by having closed sessions of majority caucuses to hash out issues. Don't have to reveal any details of the discussions or give any advance notice of the meetings. They exempt themselves from strict civil service rules and collective bargaining laws that they have imposed on the rest of state and local government. They hire and fire at will and pay what they choose, allowing no unions. Not to mention their retirement and health packages. Rationale? Start with loyalty, then continue to conjure.

What San Francisco does is keep changing the meaning of fair. The original phrase was that we were created equal, not that we would continue to change the rules to reinforce some ever-changing idea of equality.
