Hi Crossy, You might want to investigate the Metromedia Fiber Network(MFNX) model, wherein they sell "dark fiber" to enterprises/institutions who can then put whatever equipment they want on the strands. It's a model that has been used regionally around the NYC/NJ area and is saving some organizations, for instance a Wall Street firm that has back office operations in Princeton, NJ, a bundle on what was formerly provisioned on the PSTN. One the dark fiber is purchased, there is no monthly fee for the link, TTBOMK. -Ray
