CDMA2000 does not require more towers on roll out. but to increase capacity one can add more towers. this is an importat point. CDMA2000 works on the existing towers as they are. If you wanted to increase the cpacity, then you could add alot of microcells.

As I said before in order for WCDMA to handle the handoff well, it may need alot more towers to insure that signal levels are high enough to hand off in noisy environments.
