depends on how many 20 MHz clocks you have with slight phase differences i guess; are you using a dll ?

John, sounds like you use a similar circuit to the mammalian direction finding through the ears.
The impulse races to the same point by 2 paths, one from each ear. what ever gets there first sets a pointer,

llnl has some cute devices that look through plaster for studs with a wide band pulse that shuts of very rapidly. use a diode array.
