Laws are based on society's moral viewpoints.

Because, in the beginning, we started out with primitive people who couldn't distinguish between celestial and earthly authorities and we haven't fully differentiated yet. Lots of people don't make distinctions about the role of government. For example, some think it's not fair that some people are poor so they think it appropriate to use the tax system to redistribute the wealth. Some think that it's immoral to marry outside one's race so they make that illegal. Some worry about safety so they want guns outlawed. Some think that the common man is stupid and needs to be protected from himself so they impose helmet laws. Some people want to keep other people down so they restrict access to resources or restrain trade. Some people don't think abstractly at all. They just want to do everything they want and don't want other people to do things they don't like and think that the law is there to enforce their prerogatives. In that case, the law is not a moral principle or a contract but simply power. Nothing moral about that at all.

Sure, people bring moral values to the creation of law, but they bring other considerations as well. Morality does not equal law.
