a Delay Locked Loop. think of it as a series of delay controllable buffers. You pass a 20 mhz through it and you get many 20 mhz clocks with slight phase offsets. your resolution is the individual delay of a buffer. you can capture events between two adjacent clocks and you're pretty sure when it happened bound by your resolution. pretty generic way to measure time of events. for the sake of patent system, i hope your solution is more innovative.
