Frankly, I don't expect a lot of pressure from other countries on this matter. Compared to other matters, it's pretty minor. It's only purpose is to serve as a distraction from those other matters.

Tim McVeigh killed 168 people. Can you think of any other appropriate and proportionate penalty? Our Constitution prohibits torture.

How about Richard Allen Davis? Gacy?
