I don't know much about the VIA design. It takes a long time to get a complicated chipset into production, not to mention the P4 bus legal challenges that may be involved.

I would guess that Infineon is trying to shift capacity over to RDRAM, in hopes of a an economic upturn later in the year. They obviously have to do something very different, if they wish to survive.

how come there are no RDRAM chipsets being designed by VIA, etc?

Maybe there are? Once again, any non-Intel P4 chipset is likely to have some entanglements.
