Who grants the delays that Bush requests?

Since the requests are allowed under Reagan's executive order I think that means Bush grants the delays that Bush requests. At some vague point in time, presumably, Congress could step in and charge that the Administration is in violation of the law.

The post revisionist Morning in America push for naming airports, buildings, and mountains before the guy is even in the ground is both sad and pathetic

It's ironic that some of the testaments to Reagan proposed require changing a law that sets the condition that a President must have passed away before being built. The law was signed by Reagan. There was an editorial by George Will that said pretty much the same thing that you did.
