I would agree with that, generally... I would say that law is the average of the myriad moral codes, rather than government, and that government is a device we create to enforce law, but that is a quibble.

Law, of course, is not the perfect average of the moral codes: the monied and influential get more of their code into law than anyone else. Neither is Government a perfect device for enforcing law; far from it. That goes back to what I said before: perfect governance is impossible. We can still strive to make it functional, and to make it better.
