Fiber isn't the issue. Lighting the fiber isn't the issue. The issue is where the fiber goes (it's route), what building it goes into and who you can connect to once you are inside the building. Interconnectivity is handled by either your own interconnection agreements or the agreements the person you bought the fiber from has in place. Metro isn't like long haul. In long haul you just dump your traffic off to a central point (or two) in a city then you are done with your obligation. Metro is much more difficult.
