Actually, that description often applies rather well to American agricultural policy as well. The 'problem' is that US agricultural productivity has grown at 3.5% per annum for, say, 150 years. Of course this would be a combination of improved productivity of small farms and a massive level of consolidation. I don't have a feel if or how this applies to Europe as well.
