CHICAGO (CBS.MW) - A cautiously optimistic Alan Greenspan welcomed recent signs of energy price relief for U.S. households and businesses in a speech Thursday.

"Of course, to assume that California is going to be able to avoid serious problems as the full brunt of demands for energy mount this summer would be foolhardy," Greenspan said. "The significant additions to capacity currently being planned or under construction will not be in place in time to eliminate the potential for disruption in the months ahead."

"But there are no financial fixes to the imbalance of supply and demand for power. Until new capacity is put in place or demand is constrained by higher prices, rationing, time-of-day metering, or voluntary restraint, electricity prices will remain unstable and ready availability of power will be uncertain," Greenspan said of California. Capacity is key to the nation's energy future as well, the Fed chief said, stressing the importance of pursuing - with careful consideration - the use of controversial sources such as coal and nuclear power and experimental means such as fuel cell technology
