They've already had practice making laws. "They" are doing it right now in Afghanistan. But the people will get sick of it. The young people in Iran (and Iran is mostly young people) are thoroughly sick of true believers and they want reform and they want it now. Which I find hopeful. That's why the reform leader was elected with such a majority. It's a ying yang sort of thing. We snap between the two poles of repression and faith to anarchy and free thought. It's very dynamic.
